Project: Request for Proposal - Valdez Radio Communication Network Improvements Comprehensive Communications Infrastructure Upgrade

The City of Valdez (City) is soliciting sealed proposals with Statements of Qualifications (SOQ) and basic cost information from interested consultant and contractor teams to serve as the Design/Build consultant team (D/B) for a comprehensive upgrade to the existing radio infrastructure of the City. This scope is based on funding availability and a determination will be made prior to contract approval.
The selected firm/team will join the City and the Project Manager following selection to complete the design and constructability process. If successful at the close of the design and preconstruction process, the D/B team will be asked to carry out the construction work which is anticipated to begin in the spring of 2022.
This is a progressive Design/Build solicitation in which a qualified firm or team will be selected in step one of a two-step process to complete the design of the comprehensive system. Step two will include the implementation of the design following successful negotiations between the City and the team selected in step 1. Should the step two negotiations be unsuccessful, the consultant will be compensated for the completed design and the project may be competitively resolicited.
Firms or teams shall provide all necessary design, including all pertinent and relevant engineering credentials and stamped drawings, provide schedule and procurement services, preliminary and progress cost estimates and other pre-construction management services. Upon completion of the design, the firm or team will provide all field construction services including cost and schedule controls, project management, coordination with: local utilities, City network infrastructure, the City Public Safety departments, City IT department, and the City Project Manager.
Each company must register for the RFP by filling out a Request for Plan Holder’s List form located under “Related Documents” on the City’s Website within the specific solicitation and e-mailing it to: Nathan Duval and copying Wendy Robertson with company name, address, telephone number, and fax number. No faxed or oral proposals will be allowed.
Proposal Submission Deadline: To be considered, a complete proposal package, in the format requested, must be received by City of Valdez Capital Facilities via electronic submission through the City’s Box system by 4:00 p.m. local time, September 20, 2021. Access to the Box file must be requested at least one business day in advance of the submission deadline by emailing Nathan Duval and copying Wendy Robertson.
The selection process must comply with procurement requirements of the City to ensure fair and open competition. The selection will be made on the basis of qualifications and price. The City reserves the right to cancel this procurement effort. The City will not reimburse respondents for any costs of preparation or submission of proposals. The City of Valdez encourages small and disadvantaged businesses to participate and can respond to inquiries for assistance with the process.
The City reserves the right to waive any irregularities or informalities in a proposal, to reject any and all proposals without cause, and to re-solicit for proposals.
