Emergency Operation Plan

A well-crafted EOP provides a robust framework for incident management leadership to engage in prevention, protection, mitigation, response, and recovery efforts to hazardous events affecting Valdez. EOPs help take the guesswork out of incident response and planning by clearly identifying leadership roles and structures; outlining important decision points; and addressing specific hazards that affect a given jurisdiction. Furthermore, a comprehensive EOP can facilitate a Whole Community approach in local EDM efforts. 

Near the end of 2019, members of the city's Incident Management Team (IMT) contracted with a professional firm, Lemay Engineering LLC., to begin cooperative development of the city's EOP. That work culminated on October 20, 2020 with the approval of the new EOP by the city council. The city's EOP is crafted using an all-hazards approach; it contains annexes that address specific hazards such as floods, earthquakes, and tsunamis to name just a few.  The City's EOP acts as a vehicle to assist in forming partnerships with stakeholders and community members to address these hazards. As a newly constructed document, revision of the EOP will be ongoing, especially in the formative months and years to come. The latest version of the City's EOP will be published on this page.
